ᐅ Energy Performance Certificate – What Documents Are Required?

as I have mentioned several times, we are currently building and are happy to soon have our own home.
We are building a semi-detached house with 148 sqm (1,593 sq ft) to the KfW55 standard.
According to the developer, we are allowed to carry out the trades ourselves, meaning we can hire the appropriate craftsmen independently.
We have done this three times now, and the developer was not pleased. I don’t know if they receive a commission or something similar, but we are saving a lot of money! The differences amount to between €2,000 and €4,000 compared to the developer’s craftsmen.
It has also become noticeable that we are being pressured quite a bit.
The trades we are doing ourselves were all scheduled through the developer.
Now I am wondering which documents are needed for an energy certificate (energy performance certificate).
It’s clear that the U-values of the windows and insulation play a major role.
These have been submitted, including a specialist contractor’s declaration from the craftsmen.
Now my developer—or allegedly the structural engineer—wants an invoice and contract for our own trades.
Is this normal??? Why do they need to know this at all?
The developer tells me they want the numbers clearly on the table.
Can you tell me if this is common? Are there different stages of verification?

I have no experience with this, but if his "excuse" is that he needs the exact items installed for the energy certificate based on the invoice, then just send an invoice with the amounts blacked out. That won’t satisfy his curiosity at all, and he doesn’t need to know what you paid for the certificate. I think he’s more upset because you contracted externally and he lost out on money.
Yes, there are different stages of inspection. For the building permit / planning permission application, a preliminary thermal insulation report is submitted, based on assumed materials. At the end of construction, the thermal insulation report is adjusted with actual data if necessary. The person preparing the report needs to be able to verify what was installed. Whether an invoice must be disclosed for this... it is probably the most convenient option for everyone.
As an alternative, I would consider declarations from the individual trades specifying the building materials and their properties. Or you could redact the amounts on the invoice.
