Hello everyone, I have one or rather several questions.

In our "desired location," it is likely that an investor will soon market a former industrial site as building land.
According to the contractual agreement, the allocation of the plots will be made by the investor, but they have to follow the municipality’s list of interested parties. We are quite high up on this list and will very likely receive a plot.
Now, our "problem" is that it might happen quite quickly – meaning that the site development could take place in the second quarter of 2015, with the sale of the plots probably in the third quarter.
We have already set our financial limits. My question is: when should I contact a planner or a general contractor?
Should I wait until I have actually purchased the plot or get in touch earlier? Because my goal is to submit the building permit / planning permission application still this year.
