ᐅ Is Building According to the 2014 Energy Saving Regulation Mandatory?

Hello!

We are currently at the beginning of planning a house, and starting May 1st, the Energy Saving Ordinance 2014 will come into effect.

We will probably not manage to submit the building permit / planning permission before May 1st, 2014.

What does the law specifically mean? Is compliance with this Energy Saving Ordinance mandatory, or is it just that you risk not receiving the KfW funding? How "airtight" does the house need to be?
Which type of heating system is recommended to meet the requirements of the law?

What documentation and information are required when applying for the building permit / planning permission, in case we still manage to submit before May 1st?

Pressure usually comes only from those who absolutely need to sell something, mostly general contractors, who want your signature as soon as possible! They are often willing to use any means to get a signature quickly on the building or purchase contract.
Time pressure is the worst advisor you can possibly have when building!!!!

This depends on the regional building regulations (state building codes). In most cases, it is completely sufficient to initially and primarily show the external geometry of the building! Internal documents such as structural calculations, thermal insulation, fire protection, and acoustic reports can usually be submitted later! You also have to differentiate between sites with a land use plan and those governed by § 34 (building in existing surroundings). A simple preliminary building enquiry costs about 50 euros and is legally binding! You don’t even need an architect for this—it can be handled by the homeowner themselves. If there is a land use plan, your project just needs to comply within its framework, which is generally quite straightforward!
