Hello!
We are currently at the beginning of planning a house, and starting May 1st, the Energy Saving Ordinance 2014 will come into effect.
We will probably not manage to submit the building permit / planning permission before May 1st, 2014.
What does the law specifically mean? Is compliance with this Energy Saving Ordinance mandatory, or is it just that you risk not receiving the KfW funding? How "airtight" does the house need to be?
Which type of heating system is recommended to meet the requirements of the law?
What documentation and information are required when applying for the building permit / planning permission, in case we still manage to submit before May 1st?

They are often willing to use any means to get a signature quickly on the building or purchase contract.

I have to add, though, that my own wife is putting a lot more pressure on me than the general contractor.
