We are currently at the beginning of planning a house, and starting May 1st, the Energy Saving Ordinance 2014 will come into effect.
We will probably not manage to submit the building permit / planning permission before May 1st, 2014.
What does the law specifically mean? Is compliance with this Energy Saving Ordinance mandatory, or is it just that you risk not receiving the KfW funding? How "airtight" does the house need to be?
Which type of heating system is recommended to meet the requirements of the law?
What documentation and information are required when applying for the building permit / planning permission, in case we still manage to submit before May 1st?

The applicable Energy Saving Ordinance sets a minimum standard that must not be undercut when building a single-family house. You don’t need to worry before May 1st, 2014; there are no significant differences compared to the 2009 Energy Saving Ordinance. It will only become more expensive for homebuilders to comply with the ordinance starting in 2016.
You must comply with the Energy Saving Ordinance. The KfW requirements only apply if you want to benefit from subsidized loans.
No one can answer that without a proper calculation based on your building project. Roughly speaking, however, renewable energy sources will no longer be easy to ignore in the future.
Basically, you need floor plans and sections prepared by a certified architect—sometimes a qualified draftsman is accepted—as well as a preliminary site plan from a surveyor.

Your MEP planner/energy consultant should be able and obliged to advise you on this! Baden-Württemberg holds a special position in this regard!!!

Also, the Energy Saving Ordinance, EEWG, does not have to be necessarily complied with, since, even in the streamlined Energy Saving Ordinance, §§ 25 and 9 EEWG still apply!

We are currently in the final discussions with our general contractor but are not sure if we will make it by the end of April.
There is a lot of fuss about May 1st. What really changes? Online, I have only found what was mentioned above—that houses built from January 1, 2016, must have about 25% less annual primary energy demand.
But what would actually change for me if I submit the building permit / planning permission application on May 2nd? Currently, the house would still meet the KfW-70 standard.
