We recently moved in. Unfortunately, the exterior plaster is not yet applied. There is a gap between the masonry and the roof edge where the insulation wool is visible. Birds have now nested there.

It will take a few more weeks until the exterior plaster is installed.

Should action be taken now?

Our neighbors immediately put up red and white barrier tape as a visual deterrent on the gutter after noticing that the birds were trying to build nests. This caused the birds to settle elsewhere.
