In my opinion, it needs to be clarified why the development plan allegedly requires an enclosure. This can only be related to noise emissions. In that case, simply buy a correspondingly quiet unit that does not require an enclosure.
An air-source heat pump has a very high airflow, which should not be obstructed. Any enclosure is a compromise and comes with certain efficiency losses. During the warranty period, I would only use enclosures offered or approved by the pump manufacturer.
