Climate change seems to have arrived here in recent years. Right now, we are experiencing tornadoes again in the state of North Rhine-Westphalia, with fatalities and over 40 injured. Something for the climate would probably not be entirely wrong! Houses and roofs built in the conventional way may soon no longer be sufficient!

I’m not saying your entire text is nonsense, but it is only half true.
Since we built our house in 2014, our small town has already experienced three tornados. Two of them were direct hits, and one just missed us.
It’s really crazy. The worst one was actually the one that barely missed us. I saw it happen, and the emergency dispatch center was a bit of a joke: “No, no, please tell me the street and house number.” Of course, I explained that they couldn’t get there anyway because there would be trees and roof tiles blocking the roads. But it was no use; I ended up giving them some random number and main street just to get them to send help xD
We’ve also had a lightning strike hit the solar panel system.
It’s still a pretty nice place here.

The fact is, @Neubau2022 simply overlooks many facts or their connections.
The fact is, his go-to argument is either “My wife is a teacher, so…” or “I know many people in (profession X/Y), therefore…”.
The fact is, he quite often starts sentences with the unfortunately often incorrect phrase “The fact is…” to pass off his gut feeling as a fact. I believe he does this unconsciously and truly believes it himself. Luckily, as a controller, he deals with numbers rather than people. That’s a fact. 😉

PpUGV and PpSG are not gut feelings, but facts. All hospitals must now pay nursing staff according to the TVöD collective agreement. They cannot pay more, because it is not reimbursed. Just for your information. Nursing salaries are financed from the contributions of insured persons. If now all nurses received, for example, €5,000 net (approximately $5,400) a month, contributions would rise significantly, and then I’d like to see how the same people complain about the increase in contributions. Currently, a specialized nurse earns around €3,000 gross (approximately $3,200) plus bonuses for weekend shifts, night shifts, training, etc. With all due respect for the job, in Germany it is a standard vocational training and does not require an academic degree. Many focus on nurses as the prime example. But what about cleaning staff, therapists, and others? They earn significantly less, and without them, nurses couldn't do their work...

The wages of a very large number of caregivers in this country are still low, and no, not all of them can just start working in a hospital. Otherwise, the entire extensive sector of outpatient care—which is extremely important—would collapse.
