Costs are truly comparable only when several similarly sized plots within a development area are subdivided simultaneously; otherwise, comparison without detailed knowledge of the circumstances is not feasible.

No, the fees are not negotiable. If you have paid a possibly "lower" fee for all four service levels, something will be missing.

The HOAI portion of the surveyor services, such as detailed staking out, is negotiable. The part governed by the local fee schedule is not.
