ᐅ Concrete offer for a turnkey home only available with proof of land ownership?

Hello everyone,
My wife and I are currently applying for a municipally owned building plot, or several. Since we also live in this community, we will probably get a plot.
However, some construction companies are hesitant to provide a concrete, turnkey offer upfront because we do not yet have the mentioned plot.
What are your experiences? Similar?

Except for the company mentioned in the first post, we have received or will receive offers from all the other six. Just a brief update.

How specific the offer remains, or which items stay unknown, we will see All the offers are very detailed - including multi-page specifications and separately itemized additional construction costs. A trusted architect friend has rated all of them as complete and reliable.
No, plots will only be allocated around mid-March.

It’s always the same – nobody wants to hear it during the initial excitement. When we were considering building, we also spoke to a prefab house seller and a general contractor, and of course didn’t have a plot of land yet.
We just wanted to know what a house with all the features we wanted would actually cost.
When we then started looking at specific plots, we quickly realized that it’s really unwise to plan a house without having the land first.
But some experiences you just have to make yourself.
