we are about to start construction, and as laypersons, we have a question: Our energy and structural consultant recommended a waterproof concrete basement with wall thickness of 25cm (10 inches). Now, in the construction plans, we see "prestressed concrete hollow core wall element from the company Romey, thickness = 25cm (10 inches)." Is this equivalent?

Thank you very much and best regardsYes, it is. The concrete basement is constructed from precast hollow-core concrete walls, covered with concrete slabs, so the hollow core remains visible. Then, the ceiling AND these hollow spaces between the walls are cast in one pour. For waterproof concrete, the designation must include concrete class C 25/30 WU.
