Hello.
After moving into the new condominium, I noticed that the heat meter in the distribution box is not working. There is no display, probably because the fuse for this circuit is still removed.
However, the underfloor heating is working and getting warm.
Is the consumption still being recorded even though the meter shows nothing?
Also, the heating technician said, "You don’t need to do anything else, the heating is set up."

Either your building management does this, or they hire a separate meter reading service.
