We are interested in a shell construction with roof and windows, but unfortunately without a basement.
Price is about 145,000 euros + 25,000 euros incidental costs.
Does anyone have experience with buying a shell construction?
What should we consider before hiring a building surveyor?
Are there common defects?
Is the price for 160 m² (1,722 sq ft) without a basement, including windows and roof, reasonable or too expensive?
We expect around 150,000 euros until completion. Is that realistic?
We are a bit uncertain since the shell construction has been standing like this for 2 years.

A building permit / planning permission that has been granted once can be extended any number of times.

§ 62
Validity period of the building permit
(1) The building permit and partial building permit expire if construction has not started within three years after the permit has been granted or if construction has been interrupted for one year after this period.
(2) The deadline according to paragraph 1 can be extended in writing by up to three years upon written request each time. The deadline can also be extended retroactively if the request was received by the building authority before the deadline expired.
This may be true for the project mentioned above, but not for the projects we had to choose from. The house’s exterior was finished, but as mentioned, nothing happened inside. The house has been standing like that for 10 years. Therefore, the building permit has long expired as extensions were not always requested in writing. The building authority also stated that a new application would be required, including compliance with the current energy-saving regulations.

Let me clarify: the written application to extend the building permit must be submitted within the validity period (three years) after the building permit has been granted. If the validity expires, a new building application must be submitted.
Accordingly, the permit for the shell construction, which the original poster is interested in, is still valid... unless the masonry work started significantly later after the building permit was issued.

Well, three years is a long time, but it is still quite possible that the permit will need to be reapplied for. This could quickly lead to a legal dispute if, as a paid expert (or similar), you forget to inform the potential buyer about such a minor detail.
I gladly pass back any caution about half-knowledge—I have researched this topic extensively myself and ultimately had to cancel because a new permit would indeed be necessary.
