From my own experience, I can tell you that ground preparation can be overlooked as long as the soil is stable. If you need to cover a greater height difference, landscaping blocks can serve as an ideal base. Smaller unevenness and just a few centimeters (inches) of height difference can easily and cheaply be leveled using freezer bags. Use moist screed concrete, fill it into the bags, and then place the substructure timber on top (of course on these rubber pads—similar material to the mats used under washing machines).
