ᐅ Styrodur Perimeter Insulation – Capillary Action on the Reinforcing Mortar?

I applied reinforcement mortar over the exposed Styrodur of the perimeter insulation for UV protection. Now, after prolonged rain, the following pattern of strip-like dampness has appeared.
Is this caused by splash water, or is it being absorbed from below?
The latter would be very problematic.
As far as I remember, it is
SAKRET adhesive and reinforcement plaster,
and the product description states
for interior and exterior use, water-repellent
Problem: A conservatory with a wooden substructure is planned to be built onto this. Rising damp would be fatal. :-(

How can you remove this stuff without damaging the surface beneath?
What would be suitable instead for filling/smoothing/rendering?
