ᐅ Unusual Water Supply and Drainage Setup

Hello,

After purchasing an old farmhouse, I have now reached the water meter and noticed a strange setup. I’m not sure if something like this used to be common or if it’s some kind of old DIY installation. The yellow hose leads into this thick metal pipe in the floor. The hose can also be pulled out. The valve works, and the wastewater just flows somewhere. Can anyone make sense of this?

The insulation is also very poor or practically nonexistent. There is a heating element not plugged in at the bottom of the metal box and a trace heater along the pipe, although the sensor is not actually touching the pipe. The room will eventually take on outside temperatures since it is completely uninsulated. What measures would be recommended here to protect the pipe?
