ᐅ Bubbling or Blistering Under Wallpaper – How Can It Be Eliminated?

On Saturday, we wallpapered our little one's nursery. At first, everything looked fine, but after drying, runs appeared under the wallpaper (see photo).
I suspect the white primer coat wasn't completely dry and caused these runs during the wallpapering.
Can anyone say if this will disappear once the wallpaper is fully dry? Or is the only solution to remove the wallpaper, sand the wall again, and repaint?

How long had the paint been on before, or when did you paint before wallpapering?
