after our basement has now had several weeks to dry, we would like to know at what residual moisture level in the concrete walls (measured at the surface) it is considered sufficiently dry to continue construction.
We would be very grateful for any shared experience.

Aren’t there missing details? What exactly does “continued building” or “dried” mean? When it comes to the shell construction, the important factor is not drying, but how far the concrete has cured, meaning how much load it can bear. A few weeks should usually be enough for that.
