ᐅ Question about the heat exchanger in a domestic hot water system

Hello,
I have a question.
We have a pellet heating system including a domestic hot water system in our nearly 4-year-old new build.
Recently, I accompanied the maintenance service (just observing).
I noticed that the heating technician did not perform any maintenance on the heat exchanger of the domestic hot water system.
I have read online that with normal water hardness (we have 11 degrees Celsius (52°F)), the heat exchanger tends to calcify over time, which reduces its efficiency.
I asked the technician why he didn’t do anything about it.
He said he would only replace the heat exchanger if the temperature difference became too large. He measured it, and it is still acceptable.
When I asked why he didn’t descale it (the manufacturer says to simply connect a descaling pump to the heat exchanger), he replied that this is just how he does it.

Is it not uneconomical to completely replace the heat exchanger every few years? Wouldn’t regular descaling be more cost-effective in the long run?
