ᐅ Problems with insulation?

I'm not entirely sure if this is the right topic, but a friend of mine recently moved into a new apartment. There is a storage room directly adjacent to the outer wall of the building, and its surface feels very soft, like styrofoam, and it is already showing significant signs of mold. Could this be due to improper insulation? Can she discuss this with her landlord?
