ᐅ Pressure Reducing Valve at Main Water Connection Defective?

I have the problem that the water pressure drops when I open a tap to use water.
I have two photos showing the situation with and without water flow at the tap. I specifically had a pressure reducing valve fitted with a pressure gauge installed.

How is this possible? Could the pressure reducing valve be faulty? Is the pressure from the valve too low?

It is correct that static pressure and dynamic pressure are different.
You can adjust the outlet pressure on the pressure reducer at the top.
If the pressure cannot be adjusted, the pressure reducer needs to be replaced.
