ᐅ Prefabricated garage ceiling is flaking off (approximately 3 cm by 3 cm)

In my prefabricated garage, small pieces of concrete are flaking off the ceiling. I have already removed the loose parts, but it keeps happening.

What is this? I would appreciate expert advice.
What can or should I do about it?
