ᐅ Hollow clay blocks – butt joint technique with fiberglass tape?

Good evening,

I visited a family’s construction site today. They are building a single-family house with Poroton bricks. The exterior walls were mostly completed.

I noticed that at the points where the interior walls are to be built, every 2-3 courses, there were about 15-20cm (6-8 inches) long and approximately 5-6cm (2-2.5 inches) wide plastic mesh strips protruding from the wall. I thought steel straps are usually used in these places?! Is this allowed? I couldn’t find any information about this online.
