I registered here because we are currently planning to add an extra floor to a house by raising the roof to create an apartment.
We are still at the early stages of planning, wondering if we will get the necessary approval, etc.
Since this area is completely new to me and I can’t find any clear information online, I wanted to ask here.
Can someone explain the process and how I should proceed?

Who ultimately approves this renovation?

First, clarify whether you can obtain the necessary permits: find out if you are allowed to build the "after" house from scratch. If the zoning plan says "no" to this, then the same will apply to the result of a renovation.
