ᐅ Is a Final Inspection by the Building Authority Mandatory for Private Houses?

Hello everyone,
I hope you can help me!
As a group of property owners, we came together in the Ortenau district/BW and built a six-family house.
Now, about five years later, the building authority is saying that the final inspection was not carried out and that it must be done as soon as possible.
We all assumed that it had been completed back then.
Do you know if the final inspection by the building authority is mandatory here?
We have received different information from various architects, including that for privately built houses it may not necessarily be required.
But what is correct, and where can this be found clearly documented?
