ᐅ Flat Roof Renovation with Insulation – Experiences from Energy Consultants?

Hello everyone,

Basic information: End-terrace bungalow built in 1984. Flat roof covered with membrane, membrane was replaced about 18 years ago.
The roof is leaking and needs to be replaced. Since I wanted exterior insulation, an energy consultant visited in the summer. He provided extensive advice and, apart from the roof, did not see any need for renovation except possibly a heat pump, but that is not the main issue here.
At my request, he did not prepare a written plan or cost estimate because I wanted to wait first for the roofer’s quote. Now, after weeks of waiting, I still have no offer from the roofer. He recently wrote to me saying that due to the building conditions and building physics, he first needs to send his "energy officer" before he can make an offer.
My question is: Is this the correct procedure? First the energy officer issues an invoice, and only then does the roofer provide an offer? If the roofer’s offer is rejected, was the separate energy officer’s cost then possibly unnecessary? Also, is there currently any funding available for individual measures such as roof renovation?

As I understand it, you hire an energy efficiency consultant to create an individual renovation plan (iSFP), which reviews the entire house and provides maximum recommendations. This plan is divided into separate measures that can be implemented step by step. For example, if the roof needs to be replaced and you want to apply for BEG funding, you obtain 2-3 quotes from roofing contractors. This gives you an idea of the approximate cost of the measure. You inform the consultant, who then applies to BAFA for a preliminary inspection (TPin) based on the quote amount plus a surcharge. This allows you to apply for funding with an application before awarding the contract. The surcharge is important because it sets the maximum eligible amount for the subsidy (a lower price is acceptable). Then the work takes place. Afterward, you take the certification from the contractor back to the consultant, who then submits the measure’s approval to BAFA. You apply for the payment and wait for the funds.

The plan created initially is valid for funding applications for up to 10 years, as far as I know. Important: The city, municipality, or state may also offer additional subsidies (for example, Cologne) that depend on BAFA approval. This is also noted in our iSFP.
