Does anyone know what requirements must be met to build a house on arable land?
I understand that it is practically impossible to convert arable land into building land.
However... farmers are allowed to do this. So, what conditions must be fulfilled? Do you have to be actively working in agriculture, or must you be a farmer or agricultural specialist? Is it possible if you grow windfall fruit... what about flower cultivation? Does anyone know the legal or other regulations? Thank you in advance for your answers.

Just ask your local building authority/planning office; they are familiar with the regulations and can provide you with information. If building is possible, also pay attention to the development/connection costs.
