unfortunately, the development plan only allows me to build a 60cm (24 inches) high garden wall.
My plot is not level; I have to raise the ground by about 2m (6.5 feet).
Now my question: does anyone have a 1.4m (4.6 feet) high embankment?
If yes, are there any problems with soil erosion or is everything quite easy?

We have a bit more slope than expected and, according to the current plan, we won’t be filling the entire plot. Instead, we’ll use a small retaining wall at the terrace to support part of it and then slope the ground gently again at the boundary.
Otherwise, I can recommend the book "Der neue große Gartenplaner" by Peter Wirth, which has a whole chapter on terrain modelling. Architects can’t get this right, so the client has to do it themselves. 😀

Regarding maintenance... my girlfriend’s family has a holiday home in the Upper Valais region. It’s located on a slope, and they built up a larger embankment towards the road with a 40-45 degree incline. It’s absolutely no fun using a brush cutter there.
