Can someone explain what is going on with our basement wall? What should be done to fix the issue?

The entrance stairs are on the outside. The house was built in 1954, so I’m not sure if there is any drainage system. We measured the moisture levels, and it is completely dry. The device shows 1-2%.

It seems to be damp from the bottom. The moisture is rising upwards.

You need to find the cause of it.

Then show the outside corner. Usually, a sump has formed there because the drain is clogged due to lack of maintenance.
