ᐅ Basement Proposal – What Are Your Thoughts on Our Concept?

We are currently in the quotation phase of our building project.
We plan to build a solid city villa of about 160 m² (1,720 sq ft) with a full basement and an attached garage on the outskirts of Berlin.
We have already purchased an 800 m² (8,600 sq ft) plot and commissioned a soil survey. It shows that there are some clay layers in places, which could lead to groundwater accumulation.
We have now received the following basement offer (approx. 80 m² / 860 sq ft):
Full basement - waterproof concrete (WU concrete) - according to the building specifications: raw construction height 2.50 m (8.2 ft),
exterior walls 30 cm (12 inches) thick as a “white tank” with bitumen thick coating and insulation, backfilling, interior walls made of sand-lime brick and plastered, joints smoothed ready for wallpapering, interior doors, solid wood staircase with railing and ceiling edge paneling, screed, electrical installation, windows, etc.
Cost: 54,000 Euro
In addition, underfloor heating will be installed in the basement. I want to set up a home theater room later in one space. Otherwise, it will be used as storage and a wine cellar.
What do you think of this concept? Is it perhaps like using a sledgehammer to crack a nut?
