ᐅ Are a structural engineer and an independent structural inspector required?

Hello dear forum,

we are in the process of building a single-family house on a sloped site in Hesse. After obtaining several quotes regarding the structural engineering, only one of them pointed out that due to a "fill height" of more than 4.0 m (13 feet), an additional independent structural engineer must be hired. This means that one of the 10 points in the NBVO criteria catalog would not be fulfilled.

In discussions with the other structural engineers who did not mention this issue, they said it would not be a problem. Therefore, they believe that an additional independent structural engineer is not necessary.

I am now somewhat torn. Basically, one structural engineer says we need the additional independent structural engineer, the other says we don't and that we can save the money. My architect is somewhat neutral but would like to have this clarified in writing should I decide against hiring the additional engineer.

What is your opinion?

What does the state building code of Hesse say about structural reviewers?

You should follow this without any ifs or buts!
