we are planning to rebuild an outbuilding with two floors and a pitched roof (there used to be one at this location, but almost nothing remains). I have contacted an acquaintance who is an architect and received a quote. He estimates a construction cost of about €98,000, for approximately 270m³ (9,530 ft³). Since it will be a garage with a storage room and pellet storage without water or heating connections, this seems quite high to me.
He charges €4,150 for design phases 1-4, plus a surcharge according to §35 of €830, and additional costs of €691, totaling around €5,670, plus VAT = €6,750 (all rounded). I have negotiated again, and he now wants to try to include the structural engineer’s fee in the price. What do you think? Is this price reasonable or too high for the limited scope of work? He is supposed to handle only the planning and applications, not full construction supervision. The total price for all service phases is over €20,000.

The construction cost is calculated based on the gross volume using a cost estimate according to DIN standards? How many euros are assumed per cubic meter (m³)?
Is the calculation based on HOAI? Probably. Which fee zone? Most likely Fee Zone II or Fee Zone III?
Then the fee can be read from the fee schedule in the annex of the HOAI or from §35, and broken down proportionally to the individual service phases (as stated in §34 HOAI).
This gives you a first reference point to assess whether the amount is reasonable. Everything else depends on your negotiation skills.
