Hello dear forum members,
we are currently considering purchasing an existing property, but it has a significant drawback: the heating is provided by electric storage heaters.
The energy certificate indicates an energy efficiency rating of B for a living area of 160 m² (1722 sq ft) with a consumption of 66.2 kWh/(m²·a). The building was constructed in 1980, and the roof was insulated in 2009. The storage heaters date from 2005.
We are wondering what the most practical way would be to replace the storage heaters. So far, infrared heating has been suggested as an alternative, but does it really offer better efficiency?
What alternatives exist that don’t require, for example, completely replacing the floors including the screed?
Or if there are no alternatives, what rough costs should we expect for a 160 m² (1722 sq ft) property over two floors?

1. Make heat generation as efficient as possible.
2. Reduce heat loss wherever you can.
Of course, the best results come from combining both approaches, but if for some reason you are committed to storage heaters and no other heating system or type is an option, then you need to invest even more in insulation: facade/interior + exterior, windows, external doors, top floor ceiling/basement ceiling, ventilation system, and so on.
Therefore, it would be helpful to have more information about the house and its features.

Regarding the costs for 160 m² (1,722 sq ft) of living space, is the following estimate realistic or too optimistic?
Underfloor heating:
Retrofitting (50-70 euros per m²): 12,000 euros
New flooring (50 euros per m²): 8,000 euros
Total cost: 20,000 euros
Plus the heat source: 15,000 euros?
Gas boiler?
Does an air-to-water heat pump make sense for a property like this?
So, approximately 35,000 euros in total.
Would the costs be similar with wall heating, or would that be more expensive or possibly cheaper?
