ᐅ Excavation plan? Architect / Structural engineer, surveyor, earthworks contractor?

We are building next year and have already contracted most of the trades or at least have someone in mind.
Only the earthworks are holding up.

In my online research, I came across the term "excavation plan provided." So far, we do not have an excavation plan. Who prepares such excavation plans?
The architect or structural engineer? The surveyor (is an excavation plan perhaps just another term for detailed surveying)? Or the earthworks contractor themselves?

In general, you will find a foundation recommendation from the geologist in the soil report, which should definitely be followed by the civil engineer.
