We need to upgrade our elevator phone from analog to UMTS by the end of the year. Are we legally required to do this, or can the owners vote to do without the elevator phone? What are the legal aspects of this?

In Germany, the majority decision of a homeowners’ association meeting definitely does not override building regulations, and probably not in Switzerland either. If there is a concierge apartment, the emergency call might not need to be routed externally, but this is not my area of expertise. Basically, implementing the modems used for this purpose via GSM/UMTS technology is not complicated.

There is certainly an adapter available that makes the old telephone dialing system IP-capable. This is now standard.

Elevator phones usually operate on main lines, where the dialing module is more commonly replaced rather than adapted. UMTS is also the more common standard there compared to fixed-line all-IP.
