ᐅ Structural engineer does not approve the roof structure...

Hello everyone,

here is the situation.
Our structural engineer is also acting as the reviewing engineer.
The carpenter provides the structural engineer with the timber framing plan. The engineer approves it in writing ("compliant with the structural calculations").
At the inspection, as the reviewing engineer, he criticizes the execution, stating it is not compliant with the structural calculations!
However, the roof framework was built exactly according to the timber framing plan.

Who is responsible in this case?
How should we proceed?

Why is there always a search for someone to blame right away?

Just arrange an appointment at the construction site with both of them and let the structural engineer show the carpenter what changes he would like to see for the inspection.

Communication makes life easier. Generalizations do not.
