ᐅ Window measurement – where to measure the sill height: from the top of the floor?

Last week, a technician came to measure our windows, which will still be partially enlarged (renovation of an old building).
Our original idea was to position the windows about 45cm (18 inches) above the finished floor level and then have a parapet of about 50cm (20 inches) below (e.g., fixed glazing at the bottom, laminated safety glass on the outside, or stainless steel grilles...).
After the technician’s visit, our original plan had to be completely revised. The reason:
The parapet height is measured from the top edge of the window sill, not the finished floor level, because the window sill is deeper than 12cm (5 inches). This means that, measured from the finished floor level, the parapet would end at about 135cm (53 inches), which would probably look quite odd.
What do you think about this? I couldn’t find anything about it in the building regulations for Baden-Württemberg. Is it regulated anywhere? Or how do you see it? Currently, we have changed all windows to floor-to-ceiling and planned a glass parapet outside at 90cm (35 inches).
