ᐅ What will the building authority say?

Hello and good morning,

A multi-family house is planned to be built. The plot of land has been purchased (601m² (6467 sq ft)). The existing building with outbuildings is being demolished.

Since I want to finalize the planning for this project now, I would appreciate any last suggestions regarding the room layouts of the residential units. In my opinion, the building potential of the plot is fully utilized. If not, what else could be done?

I see it differently:
By definition (see section 14, paragraph 1, sentence 1 of the Land Use Ordinance), parking spaces and garages/covered parking spaces (section 12 of the Land Use Ordinance) are not considered ancillary installations. Ancillary installations can include, under the specified conditions, for example: facilities and equipment for small animal husbandry, garden sheds, tool sheds, greenhouses, composting units, locations for waste containers, saunas, playgrounds, swimming pools, combined heat and power plants, mobile phone stations, bus stops, and others.

Exactly, they are not considered accessory structures. However, in my opinion, the old Section 19 only excludes accessory structures specifically mentioned in Sections 2 to 13 from being included in the calculation of the floor area ratio (FAR), so parking spaces and garages are not excluded.

Building Use Ordinance 1977
Section 14, paragraph 1, sentence 1 states:
Except for the structures listed in Sections 2 to 13, subordinate accessory structures and facilities are also permitted, provided they serve the intended use of the properties located within the development area or the development area itself and do not contradict its character.

and
Section 19 states:
The floor areas of accessory structures as defined in Section 14 are not included in the allowable floor area. The same applies to balconies, loggias, terraces, as well as to structures that are permitted or may be permitted under state law within the building line or setback areas [B].

Therefore, terraces are not automatically excluded from the calculation of the floor area ratio.

See! Where is the problem?
Floor Space Ratio (I) = The main building!-
Floor Space Ratio (II) = Main building + terrace + bike shed (equipment) + access area (if not "permeable") ++!
For a doghouse + > 1m² (11 sq ft) it must also be included in Floor Space Ratio (II).

Correct. That’s what the floor area ratio II indicates.
But here, the floor area ratio II is not relevant.

Apparently, the Hells Angels had a close relationship with the head of the building authority and thus managed to just barely prevent the construction of their "outdoor industrial area"
