For achieving clean cable management in Ikea Besta furniture, I recommend the following approach based on experience:

- Install holes in the back or side panels with rubber grommets to neatly guide cables and protect them from abrasion.

Yes. You can easily install cable entries using hole saws; rubber grommets protect the cables. Plastic clips with screw fasteners hold well, especially if you remove the back panel and mount them on the inside of the furniture.
