ᐅ What are the initial steps in building a house?

Good day to everyone.
We are planning to build a house.
My girlfriend’s parents own a house with a very large plot of land. So far, there is just a garden on the property. We plan to build on this land. It will be two terraced houses (or townhouses) because her son also wants to be involved in the building process, but we want separate houses and entrances, so each would have their own independent home.
Therefore, we have already decided to build two terraced houses with basements.

Now we would like to get more information about the first steps.
Who do we need to contact first to have someone assess the site and tell us how wide and how high we are allowed to build? What regulations do we need to consider?
I have heard that you have to go to the local authority or municipality regarding the building type. Is that correct?
Is it true that there is a minimum distance required from the neighbor’s property? If so, how far does this distance need to be?
We would prefer to find the contractors such as electricians, roofers, plasterers, structural builders, etc., ourselves, rather than having everything managed by the architect, for example.

We would really appreciate your help with the first steps on how to proceed and who we should contact first.

A planner who knows what they are doing, understands the zoning plan, and provides you with specific advice.

It doesn’t have to be a licensed architect... but you are asking questions that can’t be answered from a distance without knowing the local development plan. There are regulations concerning both the type of construction and the distance to neighboring properties—both are specified in the development plan or by law.

Also, you call it a terraced house but seem to mean a semi-detached house (?)

Additionally, you will need a cost estimate for your loan...
these aren’t topics that a layperson can just come up with offhand—hence the somewhat cynical comment about involving a planner.

I would first check the zoning plan (Bebauungsplan) to see if building an additional, separate house on the property is generally permitted.
If yes, you need to verify to what extent the floor space index/plot ratio is already utilized. Where are the building boundaries? Is the rear part of the lot possibly just garden land and therefore not designated as building land?
In single-family house zones, an open building style is often mandatory—meaning that only detached single-family homes are allowed, no terraced or semi-detached houses.

It is not uncommon for older houses to stand on larger plots, but the zoning plan does not provide for any further development options.

If you have questions, you can use the building authority’s consultation hours to ask them directly. They can also advise whether it makes sense to submit a building permit / planning permission application that deviates from the zoning plan.

Unfortunately, that is not correct.

Open building style means that buildings must be constructed with a side setback from the property boundary, regardless of the type of house. This is defined by the zoning plan and specific regulations.
