ᐅ Waterproofing on a Sloped Site, Protecting the House

Hello experts,

we have purchased a plot of land with a slight slope (nothing dramatic). Above our property there is a field. The soil is very clay-rich, and our potential neighbors have told us that they often struggle with surface water flowing from the field down into the valley. Because the soil is very clayey, the water does not infiltrate quickly enough before it reaches the property.

My question: what can we do to protect our house?
I have seen that one of the neighbors built a separating wall about 80 cm (31.5 inches) high behind their property. I have already discussed this with our builder. His suggestion was to use the clayey excavated soil from the foundation pit above the plot to create a kind of dune or light protective embankment, and then install a drainage strip after the earth embankment.
I have some doubts about whether this solution is sufficient. The builder also mentioned that our house has no windows on the south side. The question is, if water theoretically runs there, does this area need additional waterproofing, for example with roofing felt or tar?

Sorry, that was probably a bit unclear. Of course, the house has windows on the south side :-)

I meant to say that there are no windows at ground level where water could enter.

The question is whether this ground-level area needs to be reinforced again with tar or roofing felt?
