ᐅ Water Ingress Through Ventilation System: What to Do and Liability Issues?

Hello respected community,
this topic has probably been discussed before, but I couldn’t find anything specific.
We moved into our newly built house in September 2018 and are very satisfied.
During the recent storms, however, we repeatedly experience water ingress through the decentralized ventilation system on the weather-exposed side.
The builder keeps reassuring us by saying “force majeure,” and the construction company is unresponsive.
We have never encountered this problem before, only since the recent storms (Sabine, etc.).
What is the situation here regarding liability and responsibility?
We have now privately purchased 4 of these weather protection covers for a mere 260.00 €.
Luckily, we only plastered the interior walls, not wallpapered.
Can you help me with what we can do here?

Storm damage... that should be covered by the building insurance; if water damages household contents, then the contents insurance would apply accordingly. Provided it was actually a storm, which is defined from Beaufort scale 8 or higher.
Here in NRW, despite gusts and heavy rain over the past weekends, I haven’t recorded Beaufort 8; it was always just below, at 7. But I’m only measuring at 10-second intervals. Ultimately, the official data from the national weather service or another authorized agency will count.
Otherwise, it could be heavy rain; there are also minimum rates in liters per minute covered by flood insurance if such coverage exists.
We had a loose brick, which was directly covered by the insurance (NRW). When Sabine hit, it was often stated right on the insurers' homepages that damages up to amount X are settled without prior inspection (of course, only after submitting the invoice). That’s how it went for us as well.

That’s exactly how it went for us. It is not wise to handle minor damages through the insurance.
Everything counts towards the claim history, and eventually the renewal (termination by the insurer) will come.
