ᐅ Use of Expanding Foam for a Hole in the Exterior Wall Insulation

Currently, the exterior wall of our multi-family house is being insulated with mineral wool. At one window, the workers were late installing the window sill, so it no longer fit properly. Therefore, at that spot, the insulation and wall were chiseled out and only sealed again with expanding foam.
So my question is: Is this acceptable, or is it a poor job? As a layperson, I honestly would have preferred if it had been plastered again.
