we are looking for someone who, for payment, can accurately incorporate a floor plan (2 stories, created by the construction company) into a site plan to scale.
Unfortunately, we do not have the time or capacity to do this ourselves. Furthermore, the plot is tapered in shape, so we need to determine the exact placement of the house.

Site planDo you mean the site plan? What is it needed for? The builder includes the house on the site plan for the building permit/planning permission; then you can make copies for other planning purposes. My advice is to save the money.
