Hello! I thought I understood our building plan... For example, if one side of the house is specified as 11.50 meters (38 feet) in the detailed plan, does that measurement include the insulation (14 cm (5.5 inches) on each side) or not? I read the plan as showing the 11.50 meters as the exact boundary of the exterior walls. Then there is a line on the plan with the 14 cm (5.5 inches) insulation marked on the outside, left and right. However, the structural builder now claims that the dimension includes the insulation. Strangely, we are missing about 25–30 cm (10–12 inches) on the ground floor!
How does it usually work in practice? Is it 11.50 meters plus 2 times 14 cm insulation (which is how I read it), or 11.50 meters including the 2 times 14 cm insulation?

A basement usually has a smaller area because the insulation of the ground floor is installed above the basement ceiling. In other words, the basement is slightly smaller. Our basement is insulated on the outside. For the ground floor, brick walls are used without external insulation. When I measure the total dimension with a ruler, it comes to 11.75 m (38.55 ft). How can I discuss this with the architect? The structural builder believes they are correct but cannot explain the missing 25-30 cm (10-12 inches).
