ᐅ Underfloor heating not adjustable

I live in an apartment within a multi-family building (built in the early 2000s). My issue is that I cannot control the underfloor heating myself. It seems to adjust according to the outside temperature. In summer, there is little to no heating, while in winter, it’s quite strong. The controls in my apartment are always set to the lowest level. Still, the apartment is generally too warm, so I often have to tilt the window or take similar measures to regulate the temperature.

I tried opening and closing the red valves to completely shut off the heating during summer, but this had no effect.

Do you have any idea why I can’t regulate the underfloor heating and what could possibly be done about it?

So if you have completely shut off the isolation valve at the heating circuit valve (HKV), the warmth probably comes passively from other units or through solar gains.
How warm is it in your place? Year of construction?

I don’t have a thermostat in the apartment. But I would estimate the temperature to be around 24/25 degrees Celsius (75/77 degrees Fahrenheit) in some areas. The building was constructed in 2004, if I remember correctly.

I am on the ground floor, so the heat probably isn’t coming from other units.

You don’t have any temperature control in the apartment? I didn’t realize that was allowed in Germany.
And you don’t have a thermometer either, or why do you have to estimate the temperature?
