ᐅ Running Underfloor Heating in the Basement Without Insulation or Milling?

oliotbHouse purchased, built in 2007, with a heated basement – currently heated by a gas boiler and a fireplace.
Planned: underfloor heating throughout (cutting channels) and a water-bearing fireplace with a buffer tank – unfortunately, we don’t have the budget for a heat pump, so we will stick with gas and try to use the fireplace efficiently. There are also two solar thermal panels on the roof, which hopefully will help during the transitional seasons of autumn and spring.
The house specifications mention that the basement has a thicker concrete slab (12 cm (5 inches) instead of 8 cm (3 inches)) but no insulation under the screed. The question is whether it makes sense to mill channels for underfloor heating in the basement? Would too much heat be lost downwards, reducing efficiency? If so, would it be necessary to remove the screed and redo the floor completely? Or is there a better alternative?
The basement (90 m² (970 ft²)) will initially be used as a home office, and in a few years, a child will move down from the upper floor.
