I am looking for a tool, software, or even an Excel template that lists all construction costs (trades, fees, etc.). Ideally, it would allow for both cost estimates and actual expenses to be recorded.

I have a small remark.
You probably won’t be able to provide exact prices for some items. If certain elements are included in the scope of work description as part of the offer, it will be difficult to specify their exact cost.
It may also be challenging to break down the costs of individual trades if you have a total lump sum offer from a general contractor or main contractor.

However, I would not enter an average value but rather a high value for individual items. For example, a basic survey can cost between 700 and 1500, so set it at 1000 (which is the average). Floor coverings are generally calculated per square meter (square foot) at a higher price, adding about 30% extra for adhesives and other materials.

You can find estimates by searching for secondary construction costs, where you will also find other items, but not individual trades.
