ᐅ Thuja Trees – How Much Distance Should Be Kept from the Fence When Planting?

Hello forum,
I have a question.
I installed our fence last year, and now I have ordered Thuja Smaragd. I would like to know what distance I should plant them from the fence.
The spacing between each plant is clear—I plan to plant three to four per meter (about 3 feet).
However, I am unsure about the distance from the fence. The thuja plants themselves are only 20–30cm (8–12 inches) tall and are expected to grow up to a maximum height of 1.30 meters (4 feet 3 inches). How wide do they get at that size?
I want them to eventually grow into the fence. On both sides, I will be allowed to access the neighbors’ properties for trimming. Ideally, the plants should end exactly at my fence line facing the neighbors.
Does anyone have experience with this?

For a final height of 1.30 meters (4 feet 3 inches), plant 5 plants over 2 meters (6 feet 6 inches), but do not plant them too close even if the plants are still small. Maintain a distance of 50 cm (20 inches) from the fence.
Dig planting holes at least twice as large as the root balls and loosen the soil well. Thuja trees are sensitive to drought, so water them thoroughly and continue watering during the first years in winter as well if there is little precipitation.

Okay, then I will plant them 50cm (20 inches) away from the fence.
I have been thinking...
A trench across the entire area, then fertilizer, the plants, and finally a layer of mulch.
