Hi,

are there thinner cover panels or veneers available to clad the sides of tall cabinets?

Or what do you do if a less deep wall cabinet is attached to a tall cabinet, and the outer side needs to be covered—do you use a cover panel in between?

What do you consider a "thinner" one?
For the described case, you would use a "standard" one, which is only available in one thickness anyway.
They are always thinner than a door.

If you don't mind that the upper cabinet does not align exactly with the US standard, you could install the end panel starting above the countertop.

I don't understand the part about the window sill.

And what is to the left of the tall cabinet?
