ᐅ Basement floor creates a lot of dust – What kind of surface preparation is recommended?

so far, we had PVC flooring glued directly onto the concrete slab in the basement.
Since there is always some baseline moisture in the basement, the PVC had to be removed because moisture was gathering underneath it.
Now I would like to install plastic slatted floors in the basement. These have the advantage that they are not affected by moisture and are open, meaning they have grooves... This allows rising moisture to escape and prevents it from accumulating underneath.
The only problem is that the basement floor is very dusty because it is just the bare concrete slab.
Is there something I could use to pretreat the floor before installing these slatted floors?
Maybe a primer or something similar. It definitely has to be something that does not seal the floor but still lets moisture pass through.

Primer binds the dust, correct.So deep primer would be the right choice? Is it vapor-permeable?
